This approach may be appropriate when the records are frequently used, several teams need controlled access, physical retrieval is slowing operations, a location change is planned or a document-management implementation requires a structured migration.
Full conversion can create broad access, but only when preparation, document boundaries, metadata, quality assurance, security, exception handling and acceptance criteria are designed as part of the project.
2. Priority digitization
The organisation converts the records with the greatest operational value, retrieval demand or exposure first.
This model can produce useful outcomes sooner because effort is directed toward active and high-value information. Lower-priority collections can then be scheduled, retained under control or handled through another model.
3. Scan-on-demand
Physical files remain in controlled storage and are digitized when an authorised person requests them.
This can be useful for large archival collections with low or unpredictable demand. It still requires request controls, identity and authority checks, secure delivery, metadata, quality assurance and clear rules for the relationship between the physical original and the new digital copy.
Scan-on-demand may be a poor fit where retrieval volumes are high, immediate access is essential, documents are deteriorating or a transformation programme depends on complete data availability.
4. Day-forward capture
From an agreed date, all new documents enter through a controlled digital process.
Day-forward capture prevents the paper backlog from continuing to grow while older records are addressed separately. New information can be classified, indexed and routed correctly at the point of entry.
This approach is often the missing half of a backfile project. Without it, an organisation may digitize yesterday’s files while recreating tomorrow’s backlog.
Unstructured information is the real challenge
Most business information does not arrive as neat rows in a database. It appears in contracts, forms, correspondence, invoices, personnel files, reports, photographs, PDFs, email attachments and handwritten records.
This content is unstructured. It contains names, dates, obligations, approvals, decisions and evidence, but systems cannot reliably use that meaning unless the content is captured and supplied with context.
Optical character recognition can make text machine-readable, but OCR alone does not establish what the document is, which business matter it belongs to, whether it is the authorised version, who may access it or how long it should be retained.
Classification and metadata provide that context. Quality control establishes confidence in the captured image and data. Access rules protect the information. Retention controls manage its lifecycle. Workflow connects it to action.
This is why a document management provider should think beyond scanning. The objective is to turn fragmented and unstructured content into information that can be searched, governed and used.
Design the metadata before production begins
Metadata is the business context attached to a document.
A filename such as `scan000173.pdf` tells the user very little. A properly classified record may be connected to a document type, owner, date, reference number, customer, department, status and related process.
The correct fields depend on how employees search and how the organisation operates. Adding every possible field creates unnecessary capture work. Using too few may make the collection difficult to retrieve.
Metadata design should therefore involve the people who use the records, the people responsible for governance and the team responsible for the destination system. Representative documents should be tested before high-volume capture begins.
If the design is postponed, the organisation may need to re-index thousands of files later or accept a digital collection that still depends on folder browsing and personal memory.
Governance must follow the record
Digitization increases access. That benefit must be matched by control.
The project should define:
Who may view, change, download or share the information
How quality exceptions will be identified and corrected
Which copy is the authoritative record
How versions will be managed
How long each record should be retained
When disposal is authorised and recorded
How sensitive information will be protected
Who owns the information after project handover
How new records will continue to enter the system
For records that contain personal data, organisations must also account for their responsibilities under the Jamaica Data Protection Act 2020. Digitizing a record does not remove the need for appropriate access, security, retention and accountability.
These controls should be built into the operating design. They should not be left as documentation to be considered after scanning is complete.

Price per page can be useful for comparing a tightly defined production scope, but it should not be the only evaluation criterion.
Ask potential providers:
How will the collection be assessed and prepared?
How will document boundaries and record types be defined?
What metadata will be captured, and how will it be validated?

How will physical and digital custody be protected?
What acceptance evidence will be provided?
How will the output be transferred, migrated or connected to the target system?

The number of pages scanned, images produced and boxes completed remains important for project control. Those measures show production progress.
