Public Sector Digitization: Transforming Records Management at the Jamaica Council for Persons with Disabilities
Public Sector Digitization in Jamaica: JCPD Records Transformation (UNICEF-Supported Programme)

Overview: Digitizing 1.3M+ Records to Improve Public Service Delivery.
At ScanBox, we led a large-scale digitization initiative for the Jamaica Council for Persons with Disabilities (JCPD), delivered under a UNICEF-supported programme focused on strengthening service delivery and accessibility for vulnerable populations.
Over a six-month period, we digitized more than 46,000 client application records, representing over 1.3 million pages. This transformation enabled JCPD to move from a paper-based records system to a structured digital environment, significantly improving access to information, operational efficiency, and the speed at which services are delivered to persons with disabilities across Jamaica.
The Challenge: Managing 46,000+ Physical Records in a Paper-Based System
JCPD’s operations relied heavily on physical records to manage client applications under the Programme of Advancement Through Health and Education (PATH) Disability (PDA) programme. As the volume of records grew to over 46,000 files, the organization faced increasing challenges in storing, retrieving, and managing critical information.
Retrieving records required manual searches through filing systems, often taking hours to locate a single file. This created delays in processing requests and delivering services, particularly in time-sensitive cases. The physical storage of over 1.3 million pages also introduced risks related to damaged, misplaced, or incomplete records.
These operational constraints limited JCPD’s ability to scale its services efficiently and highlighted the urgent need for a digital records management solution that could support faster access, improved accuracy, and long-term sustainability.
The Solution: Structured Digitization and Metadata-Driven Records Management
We designed and implemented a comprehensive digitization and information management solution tailored to JCPD’s operational needs. The project was delivered within the framework of a broader modernization effort, ensuring alignment with national service delivery goals.
Our approach focused on converting all active PDA client records into a structured, searchable digital repository. Each document was prepared, scanned, and indexed using metadata to enable precise and rapid retrieval. This ensured that records were not only digitized but also organized in a way that supports real operational use.
We applied strict quality assurance processes to maintain data accuracy and completeness, ensuring that every digital record was a reliable representation of the original document. This created a strong foundation for improved governance, accessibility, and long-term information management.
Implementation: High-Volume Digitization Delivered Over 6 Months
The project was executed over a six-month period using a phased and controlled delivery model. Each file was carefully prepared prior to scanning, particularly where documents required special handling due to age or condition.
We successfully digitized over 1.3 million pages and indexed more than 46,000 client application records, applying a structured classification and metadata framework to support efficient retrieval. A multi-layer quality assurance process was implemented to validate both image clarity and indexing accuracy at every stage.
Throughout the engagement, strict data protection and confidentiality protocols were maintained to safeguard sensitive personal information. The final output was a fully digitized and organized repository, ready to support JCPD’s operational workflows and future digital initiatives.
Results: Faster Access, Improved Efficiency, and Stronger Service Delivery
The digitization initiative delivered measurable improvements across JCPD’s operations. Records that previously required hours to retrieve can now be accessed in under 30 seconds, significantly improving response times and enabling faster service delivery.
Administrative workflows have been streamlined, reducing the need for manual handling of physical documents. Staff are now able to focus more on delivering services rather than managing files, resulting in increased productivity and improved operational performance.
The elimination of physical storage constraints has reduced risks associated with lost or damaged records, while structured indexing and quality assurance processes have improved data accuracy and reliability. JCPD now operates with greater visibility and control over its information, enabling a more responsive and efficient service delivery model.
This transformation has strengthened the organization’s ability to serve persons with disabilities across Jamaica, aligning with the broader objectives of improving accessibility and inclusion.
Key Metrics: Measurable Impact of Digitization
Over 46,000 PDA client application records digitized and indexed
More than 1.3 million pages converted to structured digital format
Project completed within a 6-month delivery timeline
100% of active records transformed into a searchable repository
Record retrieval time reduced from hours to under 30 seconds
Estimated 40–60% reduction in administrative handling time
Eliminated reliance on physical file movement and storage limitations
Why This Matters: A Model for Public Sector Digital Transformation
This project demonstrates how structured digitization and information management can transform public sector operations. By moving from paper-based processes to a digital environment, organizations can improve efficiency, enhance service delivery, and build a foundation for future digital transformation initiatives.
At ScanBox, we continue to support government agencies and institutions across Jamaica and the Caribbean in modernizing their records, improving compliance, and unlocking the full value of their information assets.
